The rehabilitation and the conversion of the historical centres into social dwellings for young people

Abstract

Social dwillings destinated to young people represent an apart category because they are the evolution sign. Indiferently under the form they will be realized, always a great necesity they will be in the field. Their approching of the necessity of this category of age and their kind of tacking by projectors and bilders will do that these to be easier assimilated, assumed and can be detemined those who profit of them to overtake their social statute and to have access to another kind of dwelling (like property or hire) without have the mark of this kind of dwel. The experience of some countries with powerful tradition in the field of dwellings especialy of those for young people can guide to avoid some natural mistakes of any new measure indiferently where these dwellings will build in East or West Europe. The conversion of some industrial spaces, the rehabilitation of existing buildings or the construction of other new never will be under the sign of financial benefits of some persons to become poorer than are especialy to form or  to consolidate a social statute that not be tributary of  the shame and the poverty. The reabilitation of dwillings or the old urban districts is presented as very large and complex operation of improvement of living and can consist in inside or outside rehabilitation of a building in separation of a living house that is adopted like programme. The  rehabilitarea of these old dwelings and historical districts and limitrophe zones of these (a true urban rehabilitation) became a priority of the urban policies of Europe.
